Bears alive heading into final Sunday

GLENDALE, Ariz. — They're alive.


Only because they faced an offense far more disjointed than their own were the Bears able to withstand another lethargic start. Jump-started by two defensive touchdowns — their first since Week 9 — the Bears trounced the woeful Cardinals on Sunday at University of Phoenix Stadium.


The 28-13 victory improved the Bears to 9-6 and kept them in the NFC playoff race. They need to win the regular-season finale against the Lions in Detroit on Sunday and have the Packers defeat the Vikings at the Metrodome to claim a wild-card spot. The Bears have won eight of their last nine vs. the Lions, who will look to be a spoiler while trying to get wide receiver Calvin Johnson 2,000 yards on the season. He needs 108.








The Packers will be motivated against the Vikings with a first-round bye and the No. 2 seed in the NFC on the line.


"I've always been a big Packers fan," Bears coach Lovie Smith said. "It's not hard at all for me. We have a tough division, but as we said this week, we can't do much about that. All we can do is get a win against Detroit."


Reserve cornerback Zack Bowman, playing against the Cardinals' heavy package, recovered a fumble by Beanie Wells for the first score of the game and Charles Tillman returned an interception 10 yards for a touchdown in the third quarter, the Bears' ninth defensive touchdown of the season, leaving them one behind the 1998 Seahawks for the most in NFL history.


Those plotting an end to the Smith era have to hold on now. Most consider it unlikely the Bears will have a housecleaning project under general manager Phil Emery if the club reaches the playoffs. Emery has spoken publicly only once since the season began, during the off week.


But the Bears are not going to go anywhere in the postseason if the offense doesn't find a level of consistency. Running back Matt Forte once again is nursing a right ankle injury as he was knocked out of the game in the third quarter after carrying 12 times for 88 yards, including a 4-yard touchdown. Wearing a walking boot afterward, he declared he would play against the Lions, but it is too early to know.


"With running lanes like that, you can make moves in the open field and get extra yards," Forte said. "It is unfortunate I had to leave the game, but I felt like we were really starting to roll in the running game."


Quarterback Jay Cutler missed on 10 of his first 11 passes, yet the Bears took a 14-3 lead while he was misfiring. Cutler put together a nice drive at the end of the second quarter, firing an 11-yard touchdown pass to Brandon Marshall, but that was about it for rhythm in the passing game. He finished 12 of 26 for 146 yards, but he didn't turn the ball over.


"It wasn't pretty," Cutler said. "I thought the offensive line did a great job. I missed a lot of throws."


Cardinals quarterback Ryan Lindley was benched for Brian Hoyer after the Tillman interception and the Cardinals struggled moving the ball at all, converting only three of 15 third downs. Julius Peppers had a season-high three sacks to give him 111/2, his most in three seasons with the Bears. The biggest play for the Cardinals was Justin Bethel's 82-yard return of a blocked Olindo Mare field-goal attempt.


So, the Bears, thanks in part to the Ravens' victory against the Giants on Sunday, have a chance as they prepare for the Lions. No one knew how they would respond after losing five of their previous six games. Their mantra has been that the playoffs already have started. That is why it wasn't surprising to hear the hollering through the cinder-block walls of the locker room afterward.


"We feel like we have new life," said cornerback Tim Jennings, who returned after missing two games with a dislocated right shoulder. "We forgot what it felt like to be in the win column."


The last time the Bears won in Arizona during the regular season, then-Cardinals coach Denny Green said to "crown their ass!" No one is going to crown these Bears, but they can't be written off either.


"We need some help," Marshall said. "But the only thing we can control is going out there and playing against the Lions."

Reality TV star Bethenny Frankel and husband to separate






NEW YORK (Reuters) – Reality TV star Bethenny Frankel and her husband Jason Hoppy are separating, Frankel announced on Sunday.


“It brings me great sadness to say that Jason and I are separating. This was an extremely difficult decision that, as a woman and a mother, I have to accept as the best choice for our family,” Frankel said in a statement confirmed by her representative.






“We have love and respect for one another and will continue to amicably co-parent our daughter who is and will always remain our first priority. This is an immensely painful and heartbreaking time for us.”


Frankel, 42, and Hoppy married in March of 2010. They have a daughter, Bryn, who was born in May of 2010.


On Sunday, Frankel tweeted, “I am heartbroken. I am sad. We will work through this as a family.”


Frankel first attracted attention in 2008 on the reality show “The Real Housewives of New York City,” which chronicles the exploits of wealthy New York women. She went on to star in two other reality TV shows, “Bethenny Getting Married?” and “Bethenny Ever After…,” both of which centered on the couple’s marriage and child-rearing.


Frankel also founded the Skinnygirl line of cocktails, and has written several diet and self-help books. In 2012 she launched a talk show, “Bethenny,” which is set to air nationally in 2013.

N.Y.U. and Others Offer Shorter Courses Through Medical School





Training to become a doctor takes so long that just the time invested has become, to many, emblematic of the gravity and prestige of the profession.




But now one of the nation’s premier medical schools, New York University, and a few others around the United States are challenging that equation by offering a small percentage of students the chance to finish early, in three years instead of the traditional four.


Administrators at N.Y.U. say they can make the change without compromising quality, by eliminating redundancies in their science curriculum, getting students into clinical training more quickly and adding some extra class time in the summer.


Not only, they say, will those doctors be able to hang out their shingles to practice earlier, but they will save a quarter of the cost of medical school — $49,560 a year in tuition and fees at N.Y.U., and even more when room, board, books, supplies and other expenses are added in.


“We’re confident that our three-year students are going to get the same depth and core knowledge, that we’re not going to turn it into a trade school,” said Dr. Steven Abramson, vice dean for education, faculty and academic affairs at N.Y.U. School of Medicine.


At this point, the effort involves a small number of students at three medical schools: about 16 incoming students at N.Y.U., or about 10 percent of next year’s entering class; 9 at Texas Tech Health Science Center School of Medicine; and even fewer, for now, at Mercer University School of Medicine’s campus in Savannah, Ga. A similar trial at Louisiana State University has been delayed because of budget constraints.


But Dr. Steven Berk, the dean at Texas Tech, said that 10 or 15 other schools across the country had expressed interest in what his university was doing, and the deans of all three schools say that if the approach works, they will extend the option to larger numbers of students.


“You’re going to see this kind of three-year pathway become very prominent across the country,” Dr. Abramson predicted.


The deans say that getting students out the door more quickly will accomplish several goals. By speeding up production of physicians, they say, it could eventually dampen a looming doctor shortage, although the number of doctors would not increase unless the schools enrolled more students in the future.


The three-year program would also curtail student debt, which now averages $150,000 by graduation, and by doing so, persuade more students to go into shortage areas like pediatrics and internal medicine, rather than more lucrative specialties like dermatology.


The idea was supported by Dr. Ezekiel J. Emanuel, a former health adviser to President Obama, and a colleague, Victor R. Fuchs. In an editorial in the Journal of the American Medical Association in March, they said there was “substantial waste” in the nation’s medical education. “Years of training have been added without evidence that they enhance clinical skills or the quality of care,” they wrote. They suggested that the 14 years of college, medical school, residency and fellowship that it now takes to train a subspecialty physician could be reduced by 30 percent, to 10 years.


That opinion, however, is not universally held. Other experts say that a three-year medical program would deprive students of the time they need to delve deeply into their subjects, to consolidate their learning and to reach the level of maturity they need to begin practicing, while adding even more pressure to a stressful academic environment.


“The downside is that you are really tired,” said Dr. Dan Hunt, co-secretary of the Liaison Committee on Medical Education, the accrediting agency for medical schools in the United States and Canada. But because accreditation standards do not dictate the fine points of curriculum, the committee has approved N.Y.U.’s proposal, which exceeds by five weeks its requirement that schools provide at least 130 weeks of medical education.


The medical school is going ahead with its three-year program despite the damage from Hurricane Sandy, which forced NYU Langone Medical Center to evacuate more than 300 patients at the height of the storm and temporarily shut down three of its four main teaching hospitals.


Dr. Abramson of N.Y.U. said that postgraduate training, which typically includes three years in a hospital residency, and often fellowships after that, made it unnecessary to try to cram everything into the medical school years. Students in the three-year program will have to take eight weeks of class before entering medical school, and stay in the top half of their class academically. Those who do not meet the standards will revert to the four-year program.

Kraft targets men, millennials









The pot pie kit comes with pouches of Velveeta cheese, biscuit topping, vegetables and seasoning. The cook sautes chicken until done, then adds milk, vegetables and seasoning, and cooks for another minute. The chicken mixture goes into a baking dish and gets topped with the cheese. Finally, the biscuit mix, to which more milk has been added, goes on the very top. The Velveeta Cheesy Casserole is ready in about 18 minutes at 425 degrees.


Then there's Oscar Mayer's pulled pork that's sold in a clear plastic tub. It's precooked, shredded and seasoned. Kraft is selling the meat without the sauce so cooks can choose their own and add as much as desired.


These and other new products are part of Kraft Foods Group's efforts to attract new customers: millennials and men. The recession disproportionately affected men, who are now doing about 40 percent of the cooking, according to the U.S. Bureau of Labor Statistics.





Northfield-based Kraft has found that both groups are cooking more and looking for flexible recipes, ways to customize their food and have fun in the kitchen. So Kraft is updating its stable of mature brands in ways that appeal to them.


Millennials, age 18 to early 30s, are beginning to cook and don't want to do things like their parents did. So Kraft is offering more products that require some effort. Just not too much effort.


A Kraft study showed younger men cooking even more than their older counterparts — 42 percent of millennial men do all the cooking in the household, while 76 percent do at least some cooking. They also like to experiment with their dishes.


"Now they'll talk about cooking like guys would talk about a hobby 20 years ago," said Barry Calpino, vice president of breakthrough innovation at Kraft. "It's an adventure, it's an experience, it's fun, they talk about 'their signature.'"


Men feel they have more latitude as cooks, according to Robin Ross, associate director of culinary at Kraft. "Women want to please their families and for everyone to like what they make,'' she said. Men, she said, tend not to feel the same pressure. "Men have more of a free hand."


Kraft Foods, a $19 billion a year packaged North American grocery business, was spun off in October from Deerfield-based Mondelez International. Kraft CEO Tony Vernon promised mid-single-digit operating income growth rates for the company, and acknowledged it needs to develop new, more modern products for its brands and increase advertising support to make customers aware of them.


While Vernon hasn't released targets for his ad budget, Kraft has lagged competitors, investing the equivalent of 3 percent of sales toward advertising and marketing, compared with 4.5 percent of sales at competitors, according to the company.


During the company's most recent earnings call, Vernon underscored double-digit sales growth for Lunchables, Velveeta, and MiO, a liquid concentrate used to flavor water, citing new products and subsequent advertising. However, he acknowledged work to do with Jell-O, to capitalize on "yogurt's explosive growth," and with Planters "to re-establish category leadership and profitable growth."


On Friday, Kraft shares closed at $45.53, up 2 percent from the Oct. 1 spinoff.


Simply being a smaller company, Calpino said, means Kraft can lavish attention on brands like Velveeta, which hadn't seen much attention in decades.


"Five or six years ago, I'm not sure we'd do innovation reviews" on Velveeta, Calpino said. "It wasn't even on the list."


Phil Lempert, a supermarket industry expert, said the millennial generation poses challenges for big food companies, which are not known for rapid change. Companies like Kraft, he said, have to "keep it fresh, keep it changing." Young people, he said, "never want to wake up and have the same meal in an entire lifetime.'' He also said that unlike their predecessors, millennials are more interested in "ethnic foods and adventure than ever before."


Lempert said a lot of millennials' tastes are "being driven by food trucks,'' serving products like tacos with a few different meats with a level of high quality and bold flavors. In turn, that has raised millennials' expectations on everything from a restaurant meal to a box of Kraft Macaroni and Cheese.


Lynn Dornblaser, director of innovation and insight at Mintel International, said the fact that Kraft offers some of its new products like easy-to-use, three-pack sauce packets should be a hit because millennials love to cook, but hate to clean.


"Cleaning is a barrier to cooking from scratch," she said. It's the same for male cooks. Even making a white sauce for pasta, Dornblaser said, "you've got dishes to wash, measuring to do, steps to follow."


So products like Kraft's new Velveeta casseroles, pulled pork, Fresh Take cheese and bread crumb mixtures and Velveeta Toppers cheese sauce pouches "offer the ability for consumer to be a little creative with what they're cooking but without too much bother," she said.


Last year, Velveeta launched Cheesy Skillets dinner kits, the brand's biggest launch in more than 20 years. It's a stark departure for a brand best known for Shells & Cheese and its ability to melt over nachos. Consumers saute beef, add cheese sauce from a pouch, cook the pasta, mix, and add hamburger toppings such as shredded lettuce and diced tomato.

Hawks blow out listless Bulls 92-75

"In the second quarter, they got loose and we couldn't stop it after that. We got beat in every facet. Defense wasn't any good, and our rebounding was poor."









ATLANTA — Bulls coach Tom Thibodeau better not examine the second-quarter stats too long, or he might puke.


The Hawks had 11 assists — and turned it over once. Former Bull Kyle Korver nailed 3 of 4 3-point attempts. Al Horford made 5 of 5 shots. The Bulls coughed up the ball seven times.


Josh Smith sent home an alley-oop over Carlos Boozer. Kirk Hinrich hit the side of the backboard on a corner jumper. Marco Belinelli committed an obvious charge near the basket, then had a 3-point try swatted.








Should we go on? Suffice to say the Hawks took control in the second quarter Saturday night and never let go, blowing away the Bulls 92-75.


"They steamrolled us in the second quarter," Hinrich said. "We dug a big hole and weren't able to get out of it."


After expending a ton of energy to beat the Knicks on Friday night, the Bulls suffered just their second double-digit loss of the season.


"The highs and lows in this game are unbelievable, man," Joakim Noah said. "One night you feel great because you win a big game and then the next night you come out with the wrong mindset.


"Our energy was bad, and we settled for too many shots early in the clock. When you're tired, sometimes you have to move the ball (more)."


The Bulls had to play to the last minute Friday in New York, allowing the Knicks to crawl back by allowing 45 points in the fourth quarter.


But if the Bulls were running on fumes, it was not reflected in Saturday's first-quarter score: Chicago 21, Atlanta 17.


And besides, as Thibodeau pointed out, the Hawks also traveled after a Friday night game. They flew home from Philadelphia.


"It's a 'will' game," Thibodeau said. "In the second quarter, they got loose and we couldn't stop it after that. We got beat in every facet. Defense wasn't any good, and our rebounding was poor."


After outscoring the Bulls 36-16 in the second quarter, the Hawks put the game away on a Lou Williams layup that made it 72-47.


The only fourth-quarter drama was whether bench-warmer Vladimir Radmanovic would score (he did, draining a 3) and whether it would go down as the Bulls' most lopsided loss of the season (it did not). That remains the 101-80 drubbing at the Clippers on Nov. 17.


The Bulls' top scorer Saturday was Luol Deng, and he finished with just 11 points on 5-for-14 shooting. But at least he was able to play after injuring his left shoulder in New York on an emphatic Jason Kidd strip.


Taj Gibson overcame an ankle injury to play 17-plus minutes.


Noah, who finished with 10 points, nine rebounds and six turnovers, said: "We got our asses kicked. It's tough, but you have to move on and get ready for Christmas."

2 bombers target mobile phone firms in Nigeria






KANO, Nigeria (AP) — Authorities blame a radical Islamist sect for twin suicide car bombings targeting two major mobile phone companies, an official said Saturday, blacking out a top operator’s network in most of Nigeria‘s northern commercial hub.


A suicide bomber drove an explosive-laden car into the facilities of the Nigerian subsidiary of Bharti Airtel Ltd. of India at about 8 a.m. in the city of Kano, said Capt. Iweha Ikedichi, who speaks for a special taskforce deployed in Kano to reduce the threat of the Islamic rebels known as Boko Haram. The attack left an Airtel worker injured, authorities said. It also damaged a switch station, said James Eze, an Airtel spokesman. He said the company was still assessing how bad the damage was, but declined to comment further.






Switch stations control the regional mobile phone network and if they are seriously damaged, the entire network could go down. An Airtel staff who spoke on condition of anonymity because he is not authorized to speak to the press said the targeted switch station covered six northern states, including Kano. But while Airtel’s network appeared to be down across Kano Sunday, calls to lines in some of the other states went through.


At about the same time as the Airtel attack, another bomber targeted the facilities of the Nigerian subsidiary of South Africa-based MTN Group Ltd., about two miles (three kilometers) away. That attack was botched by security officers who shot the bomber, causing an explosion at the company’s gate, Ikedichi said.


The target of the foiled attack was MTN’s switch station, said Funmilayo Omogbenigun, spokeswoman for Nigeria’s largest cell phone network provider.


Authorities suspect the Boko Haram sect is behind the attacks. The group is held responsible for more than 770 deaths this year alone, according to figures compiled by The Associated Press. Boko Haram’s campaign of bombings and shootings has targeted mosques, churches, schools, universities and government buildings. But, four months ago, the group broadened its scope by attacking mobile phone towers for the first time.


In September, a series of attacks damaged more than 31 towers operated by all the major mobile phone providers in the country. Other attacks have occurred since then, further straining the one link Nigeria relies on for communication in a country with very few landlines. While no one claimed responsibility for the attacks, the Islamist sect had threatened mobile phone companies earlier in the year, warning that they would be targeted for cooperating with the government to flush out its members.


In Nigeria, Africa’s most populous country with more than 160 million people, mobile phones serve as a valuable lifeline in both cities and rural communities. Landlines remain almost nonexistent, as the state-run telephone company has collapsed and repeated efforts to privatize it have failed. More 87 million mobile phone lines were in use in 2009, according to estimates.


“Never would we have expected that telecommunications could be targeted,” said Damien Udeh, a spokesman for the Association of Licensed Telecommunications Operators of Nigeria. “It portends a dangerous situation for everybody, especially government.”

Iron Butterfly bassist Lee Dorman dies at age 70






LOS ANGELES (AP) — Lee Dorman, the bassist for psychedelic rock band Iron Butterfly, has died at age 70.


Orange County sheriff‘s spokeswoman Gail Krause says Dorman was found dead in a vehicle Friday morning. A coroner’s investigation is under way, but foul play is not suspected.






Krause said Dorman may have been on his way to a doctor’s appointment when he died.


Iron Butterfly was formed and rose to prominence in the late 1960s. Its second album, “In-A-Gadda-Da-Vida,” sold more than 30 million copies, according to the band’s website. The title track’s distinctive notes have been featured in numerous films and TV shows including “The Simpsons,” ”That ’70s Show” and in the series finale of “Rescue Me.”


Douglas Lee Dorman was born in September 1942 and had been living in Laguna Niguel, a coastal city in Southern California, when he died.


A message sent through the band’s website was not immediately returned.

News Analysis: The Perils of Yoga for Men





MEN are famous for ignoring aches and pains. It’s macho. Men get physical exams less often than women. They tend to remain silent if worried about their health. When hurt, their impulse is to shun doctors and rely on home remedies, like avoiding heavy lifting to ease backaches. Male athletes play through injuries. It’s all about virility and manliness.




The stereotype has exceptions, of course. But denial of injury and ill health — from the relatively inconsequential to the grave — is common enough that physicians seek ways to encourage men to be more forthcoming.


So it pays to listen carefully when guys start talking about intolerable pain and upended lives. Doing so led me to an unexpected finding that I have confirmed in a trove of federal data. It suggests that yoga can be remarkably dangerous — for men.


Guys who bend, stretch and contort their bodies are relatively few in number, perhaps one in five out of an estimated 20 million practitioners in the United States and 250 million around the globe. But proportionally, they are reporting damage more frequently than women, and their doctors are diagnosing more serious injuries — strokes and fractures, dead nerves and shattered backs. In comparison, women tell mainly of minor upsets.


Men who are breaking the code of silence are doing so with physicians in hospital emergency rooms, who in turn report their findings to the federal government.


Their outspokenness reveals much about modern yoga and suggests ways it can be made safer. As a practitioner since 1970, I know some of the guy hazards personally and have learned through painful experience how to live with my inflexible body.


The male disclosures help explain one of the central mysteries of modern yoga — why it is largely a feminine pursuit. As Yoga Journal, the field’s top magazine, put the question: “Where Are All the Men?”


Science has long viewed the female body as relatively elastic. Now the new disclosures suggest that women who tie themselves in knots also enjoy a lower risk of damage. It seems like common sense.


Surprisingly, evidence of the male danger has, to my knowledge, never before been made public. Nor has its flip side — that women seem less vulnerable. The subject of male risk merits discussion if only because the booming yoga industry has long targeted men as a smart way to expand its franchise.


Informal observations hint at possible explanations. Yoga experts say women tend to see classes as refuges while men see challenges — their goal at times to impress the opposite sex.


Women say men push themselves too far, too fast. Men admit to liking the intensity but say the problem is pushy teachers who force them into advanced poses while urging them to ignore pain.


I stumbled on the issue after my book, published in February, laid out a century and a half of science and, in its chapter on injuries, contradicted the usual image of yoga as completely safe. The yoga establishment makes billions of dollars by selling itself as a path to healthy perfection. Predictably, it responded with sharp denials.


I also received a surprising number of moving replies from injured yogis — male and female — including stroke victims.


A letter initiated my inquiry. In April, a man told how an agonizing back injury had turned his life into “a living hell.” Too many instructors, he wrote, are “pushing us too hard and having us do dangerous poses.”


The “us” resonated.


Suddenly, I realized his cry sounded familiar.


I raced through a correspondence file and saw that many of the letters about serious damage had come from men.


Tara Stiles, a yoga teacher who runs a popular studio in Manhattan, told me that guys have more muscle (one reason for their relative inflexibility) and can thus force themselves into challenging poses they might otherwise find impossible. It seemed a plausible explanation for blinding pain.


Other teachers echoed her analysis and cited supporting anecdotes.


Yoga poses are unisex. But in my research, I found a world of poorly known information on gender disparity.


“Science of Flexibility,” by Michael J. Alter, explained how the pelvic regions of women are shaped in a way that permits an unusually large range of motion and joint play. In yoga, the pelvis is the central pivot for extreme bending of the legs, spine and torso.


In June, I turned to the Consumer Product Safety Commission and its National Electronic Injury Surveillance System, which monitors hospital emergency rooms. In July, officials sent me 18 years of annual survey data that summarized the admission records for yoga practitioners hurt between 1994 and 2011, the maximum available span.


First, I needed a baseline that would let me compare the guy admissions to males doing yoga in the United States. Figures in the yoga literature described men as making up some 10 percent of practitioners at the beginning of the period and 23 percent at the end. So the middle ground seemed to be roughly 16 percent.


Then I dug into the medical data. The analysis took weeks, but the results spoke volumes.

Emanuel explores Midway privatization









Mayor Rahm Emanuel's administration will explore the possibility of privatizing Midway Airport but will take a shorter-term, more tightly controlled approach than was employed by former Mayor Richard Daley's team on the city's first go-round.

Chicago's last try, a 99-year lease that would have brought in $2.5 billion, died in 2009 when the financial markets froze up.

The city's latest intentions are expected to be formally announced Friday, ahead of a Dec. 31 deadline for deciding whether to retain a slot for Midway in the Federal Aviation Administration's airport privatization pilot program. The city put off this decision several times previously.

The move, preliminary as it is, is sure to be politically charged, given the anger over the way Daley's 75-year parking meter privatization deal has played out, with proceeds used to plug operating deficits and meter rates rising sharply.

With that historical backdrop, Emanuel is suggesting a more conservative approach. It includes a shorter-term lease of less than 40 years; a "travelers' bill of rights" aimed at ensuring any changes will benefit passengers; and a continuing stream of revenue for the city, giving it a shot to capture some growth.

And unlike the parking meter and Chicago Skyway lease deals, a new Midway transaction would not allow proceeds to be used to plug operating deficits or to pay for operations in any way, Emanuel said in an interview Thursday.

"I will not let the city use it as a crutch to not make the tough decisions on the budget," he said.

But while a shorter lease and greater city control may play well locally, those sorts of terms may not appeal to investors, experts said in interviews this month.

"The shorter the lease term, the lower the bid prices are going to be — that's just the math," said Steve Steckler, chairman of the Infrastructure Management Group, a Bethesda, Md.-based company that advises infrastructure owners and operators. "I'd be shocked if investors offered more than $2 billion for a 40-year lease," Steckler said.

Emanuel said: "Nobody knows until you talk to people. … I'm the mayor and I'm not agreeing to … 99 years. I'm saying it's either 40 years or less." His office has not offered an estimate of what such a deal could bring in, saying it would be premature.

"No final decisions have been made, but we can't make a decision until we evaluate fully if this could be a win for Chicagoans," Emanuel said.

A private operator would take over management of such revenue-producing activities as food, beverage and car rental concessions and parking lots. The FAA would continue to provide air traffic control, while the Transportation Security Administration would continue to provide security operations. The city would retain ownership.

Few details were provided about how privatization would affect travelers and Midway employees. Emanuel said specifics will emerge over time.

By year's end, the city will send the FAA a preliminary application, a timetable and a draft "request for qualification," a document the city will put out early next year to identify qualified bidders for the project. A review of the potential bidders will be conducted in the spring.

Last year, Emanuel expressed hesitation in pursuing a private lease for Midway unless a careful vetting process was in place, saying taxpayers were correct to be wary, given the city's history.

The evaluation process will be deliberate and open to public view, he said Thursday.

He pledged to create a committee of business, labor and civic leaders that will provide updates to the public on a regular basis and that will select an independent adviser to vet the transaction. The committee will deliver a report to the City Council, and there will be a 30-day review period before any vote.

"I set up a different process and a different set of principles that stand in stark contrast to what was discussed or done in the past," Emanuel said.

The FAA pilot program frees cities from regulations that require airport revenue to be used for airport purposes. It allows money to be withdrawn for other uses.
